The Union Budget 2025-26, presented by Finance Minister
Nirmala Sitharaman, is a comprehensive plan for economic growth, job creation,
and regional development along with providing significant tax relief to the
middle class. The budget focuses on structural reforms across key sectors such
as agriculture, MSMEs, taxation, infrastructure, and exports. It also
prioritizes human capital development through education and healthcare
investments. Special provisions have been introduced to promote regional growth,
with a particular focus on Bihar, which ensures a balanced economic development
across the country.
One of the most notable features of this budget is the

individuals, especially the middle class. The revised tax slabs offer
substantial relief, allowing individuals earning up to ₹12 lakh annually
(₹12.75 lakh for salaried taxpayers) to pay no income tax. The new structure is

savings, ultimately contributing to economic growth. Additionally, tax rates
have been rationalized across different income brackets.
Agriculture is a critical focus, with new schemes aimed at
improving productivity and farmer welfare. Prime Minister Dhan-Dhaanya Krishi
Yojana is set to boost agricultural output by targeting 100 underdeveloped
agricultural districts by enhancing irrigation, crop diversification, and
storage facilities. The Mission for Aatmanirbharta in Pulses will ensure
self-sufficiency in pulses like Tur, Urad, and Masoor by supporting farmers
with better seed and market linkages. To further help farmers, the Kisan Credit
Card (KCC) loan limit has been increased from ₹3 lakh to ₹5 lakh, making it
easier for small and marginal farmers to get Financial Assistance. Apart from
this, Bihar will benefit from a Makhana Board, which will help improve the
production, processing, and marketing of makhana, which is considered an
important agricultural product in the state.
Infrastructure development is also a pillar of the budget, with a major importance on public-private partnerships (PPP) and state-led initiatives. The Jal Jeevan Mission, which aims to provide potable tap water to all rural households, has been extended until 2028 with enhanced funding. The Urban Challenge Fund, with an allocation of ₹1 lakh crore, will finance smart city development and urban renewal projects. The UDAN Regional Connectivity Scheme will be expanded to include 120 new destinations, ensuring affordable air travel across the country. Bihar is set to gain from these initiatives as well, with the development of a greenfield airport and the Western Koshi Canal Project, which will improve irrigation for over 50,000 hectares of farmland in the Mithilanchal region. These investments are expected to create jobs, facilitate trade, and enhance the overall economic landscape of the region.
The Micro, Small and Medium Enterprises sector receives a
significant boost in the budget, with policies aiming to enhance credit access
and promote entrepreneurship. The Credit Guarantee Scheme for MSMEs has been
expanded, increasing the coverage from ₹5 crore to ₹10 crore, giving additional
credit worth ₹1.5 lakh crore over the next five years. Additionally, Credit
Cards for Micro Enterprises have been introduced, providing small businesses
with a credit limit of ₹5 lakh. To encourage startups. A Fund of Funds with an
initial corpus of ₹10,000 crore will provide financial support to new ventures,
particularly in high-growth industries like technology and manufacturing. Also,
the government is focusing on the toy manufacturing sector, launching a
cluster-based initiative to position India as a global leader in toy
production.
Investments in education and healthcare form another
important aspect of the budget. To promote innovation and scientific
temperament, 50,000 Atal Tinkering Labs will be set up in government schools
over the next five years. Higher education will also see improvements, with a
focus on increasing student capacity in IITs and AI research centres. In
healthcare, the government has announced the establishment of 200 Day Care
Cancer Centers across district hospitals to enhance cancer treatment
accessibility. Additionally, a National Institute of Food Technology will be
set up in Bihar to promote research and development in food processing,
creating new opportunities for farmers and entrepreneurs in the state.
The budget also aims to strengthen India’s position in
global trade and manufacturing. The introduction of BharatTradeNet (BTN), which
is a digital platform for international trade documentation and financing, will
simplify export processes and boost India's trade efficiency. The Export
Promotion Mission will set sector-wise export targets and provide financial
assistance to industries looking to expand their global reach. Clean energy and
sustainable manufacturing are also key priorities, with support for domestic
production of solar PV cells, EV batteries, and wind turbines under the Clean
Tech Manufacturing initiative. These measures will not only reduce import
dependency but also promote job creation and environmental sustainability.
The Union Budget 2025-26 is a well-balanced financial plan that addresses key economic challenges while promoting sustainable growth and development. By offering tax relief, boosting agricultural and industrial productivity, and investing in critical infrastructure, the budget lays a strong foundation for India’s future. Special attention to regional development, particularly in Bihar, ensures that economic progress is inclusive and reaches all sections of society. Additionally, the push for digital transformation in trade, clean energy production, and startup funding reflects India’s ambition to become a global economic powerhouse. With these strategic initiatives, the budget takes significant steps toward achieving the long-term vision of Viksit Bharat, fostering prosperity for all citizens.
